My other characters have no specific overwhelming fears. Arcanen is 'cautious' about everything including the way the wind is blowing and the local tavern and all of the creatures and people around him, rather than afraid.

I'll test this with my straight leveled cleric, but the difficulty may be in multiclassing. I haven't cast it in a while, but in the past, it has worked as intended.
