You can teleport between Hala, Rockgate and the Ysgard proper zones all just fine. Those are all on the same plane. The staircase itself, and the random planes attached to the staircase are a no-go.

I personally prefer to learn this stuff IG. Characters might know such things exist, let alone how to best plan a strategy. Teaching and learning these things the hard way, ICly, can add great depth to character interaction.
