It is what it says it is; it cannot be learnt because the spell was removed as a spell players can learn. The spell itself was added in HoTU, and can be used from a scroll or an item.

It is misleading for it to be sold in a shop though, and should probably be removed.

What Xan said is essentially true. It's possible we have an old file in the server override or something that's breaking the fix that was in 1.69.
