I'm pretty sure all of the other inns, whatever code makes the rooms free after the rent isn't paid in a certain amount of time, isn't working. Actually, it has little to do with the chairs. Its a script that forces the character into a sitting animation. Characters can sit in NWN, as we have all done. Whether it's sitting ON or IN the chair, they still do sit.

I second what Chemical-Burn said. This same thing happens to my monk and to my rogue. When I re-equip an item with a dex bonus it seems to fix the issue.
