Darkfire currently runs at turn/level not hour/level anyway. I do agree that flame weapon should run for the same duration though. As for limiting the amount of damage, personally i think 1D6 + 1 per level(capped at 10) is fine, as the majority of people i have seen using it tend to be lower level c...
