How is this for a bug it seems if you are in multiplayer and sombody talks to a NPC the other players can do nothing not even fight. Noticed an issue with wall of dispell magic. When I cast it no one can rest while it is in effect. Even when we are several maps away, seems to leave us in combat. I also can read its effects no matter where I am it seems.

Obburners's problem has more to do with the wiring in his apartment building. Comcast would have to rewire the whole building properly, so switching to DSL may help, but if his cable lines are bad his phone lines could be even older and crappier.
