As the number of guards/soldiers is always limited by engine constraints, the acts of PCs attacking such locales will be restricted to when a DM is present and accounted for.

This also applies to attacking Merchants. Don't do it.

Apparently this needs further explaination....

If there are guards in the area... do not attack it without a DM present. If it involves attacking named NPCs... do not do it unless a DM is present, or has approved it. If it involves sneaking into areas, when guards are present, do not do it unless a DM is present or has authorized it.

You do not know how those NPCs would react to certain things. While you may think that no one is going to care that a door suddenly opened on it's own... the guard who sees it is going to investigate. Even if he cannot see you, he is going to notice a door suddenly opening on it's own. Also bare in mind that you do not know if those NPCs have high spots (which many of the guards actually do have, that's why they were hired as guards).
