There really are no rules on character creation (except that the custom creator is broke)

The only real rules we have are the basic copap rules on races and such. Aside from that, if you are making a character that is dedicated to taking a PrC and who's story will die out if they don't get it (ie making a character specifically to become an RDD) you need to PM the PrC manager with the background of the character and let them know the character hasn't been created yet and get team approval for characters such as this.

So, (help me out here, I'm slow), If I want to make a character that has Palemaster levels, I'll need to get it pre-approved?

I'm thinking of creating a dirge singer (bard/palemaster), and I think the PM levels are important to his character development as a messenger of death.

Thanks for taking the time to clarify to a n00b...

Palemasters are treated differently, and are on an extreme case by case basis on Hala. Hala is Ysgard, as such undead do not exist on hala for the most part. You'll need to submit a background story for that PrC to get it approved.

I my self reacently moved a character who was working towards pale master to a different server to continue his development in a more likley setting ;)

That may also pose a problem as a lot of worlds will not give PrCs to offworld characters, but that's up to the world you go to.
