Gate is a Compulsion spell... as are Planar Ally, Planar Binding and Greater Planar Binding.

It is really just a choice made by the team a while back. There isn't a perfect way to go about this the way they do it in PnP. Or if they can, it is a lot of work coding wise.
The idea is that it is harder to compel a different-align (good, neutral, evil) outsider. And often the good extremes would have little reason to call upon other creatures. So the reason it is that way is because it is a good compromise without the heavy coding.
