PSPs not refreshing

My psps dont refresh when I rest, or when i log back in. They do refresh when i move from hala to yadgard, but not the other way around. They dont refresh when i rest on either server.

I use check psp total before and after resting and it reports the same amount 3/18

Its a known bug in characters below level 4 due to the way resting scripts work. Once you reach level 4 you will recharge normally.

And look at that! I just reached LV4 and now it all works.
