This particular event is specifically for Shaggy followers. Once I''ve got a time and day set for the event, and they have their instructions IC'ly, they are welcome to IC'ly pull in a few more people.
Keep in mind though that this is one event in a plot that will affect most every group in Hala and will in time open up. Sooner or later everyone will have a chance to be involved even if you don't belong to a guild or a group.
