In Dune's defense, the Neuron question is very poorly worded. A neuron can be positive or negative or neutral, it all depends on what stage you look at it.

Whoever made up that test didn't pass 8th Grade Check Your Spelling Before Submitting Anything.

He probably means neutron, the electric charge of which is 0. A neuron doesn't have an electric charge of -1, 1, 0 or e-, but it has a base resting electric potential of about -70 to -80 mV.
