An outsider can easily get the impression that all Viking society was democratic, because the vast majority of the written records that have come to us from oral history of pagan times are Icelandic, and Iceland was a republic in pagan times, with remarkably liberal laws for that time period (or indeed any pre-modern time period). Actually, all the other Norse countries I can think of (not counting Man) were monarchies... but since they didn't have Iceland's literary tradition, we don't know as much about their laws and customs.
