I am not sure if Sparring is frowned upon or not. Though today I sparred with another for fun I guess. Should this only be down in the arena in Tel? We where on Mirtho Rest road with no others on the server.

Sparring's fine, so long as you're not throwing AoE spells around that are affecting everyone else and/or destroying property (if this is the case, then they may well decide to intervene... violently 
).
If there are already others about, it may be worth just letting them know what's going on, but plenty have had a bit of fun 'testing' themselves against their friends there in the past and I'm sure plenty more will continue to do so in the future
