Just this once so far.
In the market, a commoner suddenly ran up to be and started beating my pack penguin. Immediately other people started fighting as well: someone cast a burning hands and hit a few adjacent NPCs, which caused one of them to respond with another burning hands, then it turned into a free-for-all with commoners and merchants fighting. Afterwards a nearby guard ran over and killed the survivors.
