Boy, hate to sound like a negative-nelly today, but I think I found another bug .
My crafting menu that lets me choose "hala specific:spells:conjuration:Summon Creature IX" doesn't seem to work.
I've tried setting it to various elder elemental types several times today, and it always just chooses a random creature. The non-elemental options are pretty darn useless, and it makes summon IX pretty pointless.
It appears to be working for me. Are you casting the spell as a mage, or are you using a scroll? If scroll, is there a umd or spellcraft check taking place?
There is something weird with these summon scripts. They worked okay for me (as a cleric) for a while, then broke again. I will test this and see what's working and what's not working. It may be that the highest level summon spell is the one not working for me and the lower ones work okay.
When Malik casts summon monster VII the result is random. I select an elemental and end up with something else. I have not tried selecting anything but an elemental.

Just an FYI, Summon Creature VII only summons the prylosec(sp) chicken, no matter what is picked from the menu. AJ is a Druid and is casting the spell as a spell, not a scroll. Hope that helps!
