Ok, in the upper right corner the numbers indicate an amount of mana of any color required to bring out the card. In addtion, the symbols of red, green, blue, white, and black indicate a color of mana needed. The number of the circles indicates the amount of that mana.
the turn symbols means to "tap" the card. Tapping can generally only be done once per turn rotation. All cards "untap" at the start of your next turn.
If in the text in the lower parts has a colored symbol, it means you need to tap mana to use that power.
The two numbers in the lower right corner represent the creatures attack/toughness
To expand on what Sam is saying, the basic premise of the game is (or at least was) that you are some powerful being who is battling other powerful beings. Your deck of cards represents your available resources: land, creatures, spells etc. The idea is to build an army using summoned creatures and use spells to directly attack your opponent or his creatures. Every spell and summoning requires mana to power it, and mana comes from having land in play.
This may not be accurate though. I haven't played it in more than 12 years. I'm surprised its even still around.
